I did too Allen, so I called Fidelity to complain about not being able to put in a high GTC to prevent borrowing for shorting activities. Turns out my accounts are cash accounts so the shares cannot be borrowed. They can only be borrowed on a margin account and you have to sign some paperwork to make it a margin account, giving Fidelity permission to borrow your shares.
