I have no qualifications to answer accurately; however it would be easy to presume that litigation and lack of financial reporting are part of the DTC which appears to be a chill and likely due to the stop sign. The share count is too close to ignore. So while the parties litigate over the large block of stock the DTC permits the public to trade but is keeping an eye on things. What is the float after deducting the shares in DTC? Why hasn't the company updated financials?
