Actually the plane was shot down because the passengers, with one pilot as passenger aboard , took over the cockpit where the Mossad pilots( fake Saudi terrorist student pilots) sat. Thus Cheney and his cohorts gave the shoot down order. It's all in the book( not a CIA publication).
