I believe certain countries, such as Israel's have an agreement in place and are accepted because the country received FDA recognition as an approved site for FDA clinical trials in 1997. Very little needs to be done to be approved for sale once medicine reaches our shores. The reason why so many American companies are doing trials there as we speak.
