Here's what you said that's contradicting.
1. Naked shorts didn't have to cover after CTIX changed the name & CUSIP # because they didn't want to and no one can force them.
2. Naked shorts have to cover if IPIX uplists to Nasdaq, meaning the CUSIP # will change.
In both cases, the CUSIP # changes. In case #2, someone can force them to cover. I've provided links on why naked shorts have to cover after name/CUSIP change. Why don't you provide a link on why they don't have to cover?
