I think that is for a Quarterly report ... Fiscal period ending September 30 would be due November 14 for a Q.
By filing a "Notification of Late Filing" ... an extension of 15 calendar days are granted for an Annual Report.

If that is indeed the case ... an extension would allow until October 15 for the Annual Report.
