Not sure why they wouldnt pursue both markets. To my knowledge cross listing doesn't have anything to do either distribution of product in either market or future uplisting or additional exchanges. Just additional funds available to stabilize prices and other entities with better regulation then OTC to help stabilize the prices. Besides OWCP isn't going to be distributing or marketing their products. They plan to license out those rights to others.
