I think that OWCP is a better investment than anyone here realizes. Big Pharma and numerous organizations such as those representing private prisons are lobbying hard against legalised marijuana. They understand that eventually they will lose, that is why that have been lobbying and in many cases have legislation in place to monopolize the marijuana industry. When the time comes the largest corporations will through money, power and sheer volume overun the small marijuana industry in a matter of months. The recreational industry will disappear. Only the medical marijuana companies will be left, but only for a time. They will be forced out through buyouts, both forced and by consensus. Owcp being a foreign entity will survive and can choose their own destiny.
