Always look at Secretary of State, more accurate source. There is however something odd here, otcmarkets list O/S as 1,089,163,270. The company (insiders) would have to own over 800M (and retire them to treasury) of those shares in order for the new A/S to be correct. Need clarity from the company in the form of a PR or email, something.
