Complaints about the offering being priced around 3.5 cents and that no one would pay more than the public price?

Remember the private placement with OWCP? Wasn't that priced much higher than the current price at the time? And then they could not sell the shares for a year or so... wish I could remember the details... but I remember being amazed that they were paying a higher price per share than the going public rate at the time.
