Lets try to explain it to you again, when an insider gets restricted shares, he has to anounce a planned sale of the restricted stock and wait the time not sure if it is a year or what, then he can convert the restricted shares into common stock to be traded or held forever. This doesnot  mean that they are selling their shares. just converting them.
