Great if the shelf is being used for negotiating purposes. Nice if the 75 million dollar shelf is not used or barely used in this price range. Bad if they start actually using the funds for daily operations and absolutely terrible for current shareholders if over time it was to be fully implemented to fund trials.
Pray that is being used as a negotiating tool.
