There were 87,835,647 shares as of August 20, 2012.

If you do the math that comes to 10%-ish of the value they said. I do recall struggling with what were they thinking and I thought I did figure it out or maybe I gave up. That $1.8B is also off by a factor of 10.
I also don't remember where the $460M number came from below.
