and yes....MM have tricks to manipulate the FINRA numbers to hide the illegal and abusive naked shorting activities.
It's done on the institutional level in coordination with the MM, not on the retail level.
The rules are different for institutional level traders. (like the fee's and interest)
The SEC turns a blind eye because they act as the OTC police. Fox in the hen house.
