Pure speculation but I think the reason Ziv did not seek a loan to purchase the shares is probably because OWCP claimed that he did not fulfil the terms of his employment contract and they were threatening to nullify the loan agreement.
Now here is another possibility. At the time of his dismissal and when all of this was happening were the shares not selling in the $.80 to $1.00 range? Absolutely nobody believes that these shares were sold for nothing to Low. It's more likely that there is a side agreement between them that specifies a much higher selling price than the current price. If this were to be the case then Low will not be in any hurry to unload the 1.6 million+ shares at the current prices.
There could be other variations to this scenario, but there is no way that either Ziv or Low can be happy unloading shares at these low prices. It is in their interest now to promote the stock. A positive way of looking at this and ultimately a win-win for all of us!
