It did a little more than just rain here, lol. There's trees that fell causing damages and power outages. It wasn't as catastrophic as the Memorial Day floods this year or any of the 2015 & 2016 floods San Marcos had. There were definitely power outages all over central Texas though so it's a very good possibility that Star Park lost power. But I am pretty sure that a facility like that has a back up generator though or like Jamis said it is powered by a continuous power supply to avoid loss of data.
