Accepting 10 more patients is a good sign. If P isn't doing well but wants to achieve a certain %, then a larger sample size wouldn't help.
For example, to achieve 50% PASI 75 in 10 patients, 5 out of 10 patients need to achieve PASI 75. To achieve the same % in 20 patients, 10 out of 20 patients are needed. That's why Phase 3 contains the most patients - to lower the probability that the result is obtained by chance.
