You're right, their language has been deceptive, but their goal has essentially been unchanged, to develop cannabis based drugs. The key here is drugs. Their products may be considered market ready if the producer, probably Emilia, is producing product at a purity level that's accepted for sales. On the other hand, to sell as a drug they need drug approval from at least one authority.
To me, it's unclear that Mediq is trying the cream at levels worthy of approval from the German Govt. Perhaps their is a compromise position where tests demonstrate efficacy that can be seen in photographs, etc, but not at a level accepted by the German Govt. but OWCP is satisfied with Mediq marketing it as a drug.
I do not believe that Mediq will reveal their trial plans until OWCP reveals the results of the Phase 1 Safety Trial, but once you know of any safety considerations, Phase 2 efficacy trials should be easily designed and initiated, even if they are not true Phase 2 Trials which are Govt. recognized.
Let's hope the safety trial results are available soon.
