Maybe the 3.0 is completed domestically but with the recent partnership with Foxxum, they probably need some additional modifications and or equipment to be completed. I'm sure they would want to roll it out so they can market UltraFlix globally together at the same time.
Maybe also the reason why they needed additional 4M funding from investors.
