You've completely misunderstood or misrepresented "The 2030 Agenda for Sustainable Development".
They are goals and nothing more and there is no possibility of infringing on the sovereignty of the US of A or any other nation

'Fringe' as in too poorly educated, too deficient in critical thinking skills and way too credulous for their own good.
