Well..I think You are right..
There is a bill in Michigan legislature right now to prevent the use of a Cell phone while driving[We live here], but it did not pass...so that is why the Governor wants this technology from On4 Communications.
JMHO
I don't think it will pass in any state..thus the big three will implement it.
