As is South Korea. I don't believe Kim will back down and I don't think China has that much control over him. If Iran is paying him billions for technology he can keep his inner circle intact. There is always smuggling. There are only so many tools you have to choke him off with. He has the geographic ability to pull China in and Russia. Neither want the US on their northern border.
Only option China has is to take him out.
