I think it is more that someone "Spoke out of School" that had access and need to know, but all the principals were not ready for release.
Same thing happened Sept 2015 when a Physicist released the information from the LIGO observatory confirming Gravity Waves, then had to dial it back. Official release came 9 months later. Same stuff, different players. I called a friend at the JPL to let them know it was out at that time.
