If the company is negotiating, I would assume the two or more parties would insist that the results were not disclosed for fear of another suitor swooping in with a better offer. Once a deal is struck, seems the data would be released along with the partnership announcement. If no deal yet due to low ball tactics, data without a partnership agreement would alert other interested parties and potential bidding would be open to the ND companies and any other interested party and potentially driving up the asking price. We'll see what happens.
