This decreases profit motive and thus innovation.
This reduces risk which means more bad ideas will be pushed farther (inefficiency).
The high cost is due to profit motive (greed) not expense of trials.
Greed increases innovation.
Risk increases efficiency.
Doing what you say decreases both.
