Speaking of knowing nothing about nothing, read the Final Report Review. Maybe Ms. Rice is a convicted felon. I'm sure they'll be some sort of attack on her.
Overall, the report is not well organized and contained grammatical and spelling errors, which detracts from its professional tone. Furthermore, BAR personnel should be able to easily access all associated data (the embedded links for excel sheets and PDFs do not work); this information should instead be appended to the end of the report.
