California is the hardest state to get permits in. Second is NY state. There is no third harders because all th other states follow what CA and NY do. There is no excuse for not getting permits, especially with the environmentally saving technology.

That's like saying, I have the technology to clean up all the plastic in the oceans in a week but I can't get permits for it so we will leave the oceans filled with plastic.
