EO's have been used, but they dont create law (with the exception of some things obama did which i am not going to get into, and thosr were ignored thrown out by court, or temoved by trump)
Executive orders give guidance to drpartmebts as to how to enforce the law congress has made. They don't create law.
Trump cant just write executive orders to do whatever he wants. He can only do it within a frame work of existing law.
Also executive orders have no weight of law behind them. They can be over written or ignored by congress and the courts.
