If you are interested in this topic, I suggest to download the data from 2017 all the way to 2008. You'll see the data have been consistent over the years.
For example, in January 2012 (first half),
20120103|15115V101|CTIX| 37423 |Cellceutix Corporation Common |0.70
As we can see, only 37423 shares were failure-to-deliver.
