Permitting requires a bit of research into what is required and then filling out some forms. Then paying some fees. Takes a few months at some point prior to startup.
Zoning is fairly easy but critical to success. It requires a bit of effort up front like maybe a year or 2 in advance to get the zoning changed or apply and get a variance to the current zoning. It is part of the initial planning. If they are in the middle of this then they are in the initial planning stages.
