In addition, permits and zoning aren't things which need to be negotiated. They're either needed or they're not. A contract can have a clause saying permits are pending, if needed.
After 'working' for a year on converting a memorandum of understanding to a definitive agreement, Mr. Heddle owes investors a little more information on the nature of this extremely difficult hurdle. It's not often a company is dead in the water for a year, stuck on a single item, while only saying that negotiations are ongoing.
The supposed deal with this anonymous southern company has been PTOI's only prospect since March of 2016...assuming that's the same anonymous company. Not to be confused with the two anonymous companies which supposedly wanted to buy thirty processors in 2015/16...or maybe they are the same...who knows??

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
