shareholder base - is made up of large shareholder base and small - any new offer would probably be made to the large shareholder base - where the most shareholder shares are held - not with the base with smaller number of shares - back in 200x ish - a reverse split was voted on by the large shareholders only - with that 51% no matter what the small shareholders voted it would not make a difference. so it is not the 4,500 you quote but the 200 with the most shares that hold the key here.
