Much of it is procurement that has been in the pipeline for many years, some of it delayed because of the sequester that cut spending for all of the Fed government.

The 'call from many quarters.....' are just that. They await a budget and tax reform that won't dry up revenues.

And no amount of GOP *'dynamic scoring' can get ACTUAL increased spending from tax cuts.

*AKA voodoo economics that always posits increased tax revenues from tax cuts because 'animal spirits' I guess. LOL!
