Sorry and I don't think that this is the place to discuss this, but western law is based on Roman law-->English Law-->Western law. Has nothing to do with Judaic law.
Judaic law at it's slightest came into play with Augustus of Rome when he chose Christianity after some nasty battle.
Judaic law as you say doesn't acknowledge anything after the Old Testament, and strict Judaism only acknowledges the first five books that are the Torah. Right?
Not trying to pick a fight, only point is that OWCP operates under a different belief system than what the west does. Sorry for ruffling your feathers.
