They know that some people don't have L2 or even know what L2 is. The investor or trader who is only concerned with share price and nothing else doesn't see the manipulation on the tape. If they did, they wouldn't sweat the small the stuff.
So the BS trades are meant to fool the average joe and try to instigate selling....
