Please correct me if I'm wrong, but I believe that OWCP has an agreement with a manufacturer to produce the cream. I believe their name is Emilia, and they currently supply all sorts of products under private labeling to major companies like Walmart. I'm frankly uncertain if they include the cannabis component of the cream, or if they can make the cream in a form where a proper amount of the correct cannabis based oil is to be added in the country, or State in which it's to be distributed.
I frankly believe we're far better served if the cannabis component can be added to the cream. As I understand various State laws, the cannabis component cannot be transported across State lines. I believe in at least some cases the same applies to a variety of countries.
If Emilia can send the cream worldwide, without the cannabis component in bulk, the cream could be made in each State or Country, or perhaps in the store selling the product. This would be very much like a compounding pharmacy, at least a couple of the drugs I've been on over the years have been made at compounding pharmacies, creams were placed in dispensers that provided a fixed amount on each pump, while pills were made in capsule form. I'm uncertain if they could make the sublingual tablet in a similar way, but I would suspect it would be possible.
