"well noted big box" needs to drop contracts, not hints. They're playing DECN if three quarters have gone by without any commitment; just string 'em along until so desperate for cash they'll accept anything. Not very penny stock, more of an investment banker model. Might be a little hard to spot for the uninitiated.
