The term "schmuck bait" means, in the entertainment industry, when a show ends with a cliffhanger that seems like a sure thing ("Glenn is eaten by walkers" in The Walking Dead, for instance) and then it turns out to be a false alarm.
In the case of stocks like IPIX, "schmuck bait" is the offer to buy tens of thousands of shares at low prices, after the manipulators walk the price down. They're attempting to panic people into selling at low prices.
Fortunately it looks like people who actually own shares are not falling into the trap, and are not selling their shares in a panic to the manipulators.
Instead, there is soon to be a panic BY the manipulators, as they desperately try to cover their short positions when the next news comes out.
