The market WAS f*cked up if for no other reasons than the costs for pre-existing condition coverage was outrageous to the point on non-existence, there were lifetime limits on coverage and people were routinely dropped from coverage for clerical errors.

And of course the number of uncovered people was the highest in the industrialized world.
