If you have been following the short interest reported to FINRA, you might agree that it is related.
If the short volume percentage was 0% for weeks in a row, I would say that the post is unrelated to NTEK. However, NTEK is a trending penny stock on many people's radars and there is large short percentage historically here. The article clearly states "practice of clearing transactions for microcap stocks that were used in manipulative schemes to harm investors".
Since the article says microcap stocks and/or manipulative schemes to harm investors it is on topic.
