No, nowhere does any information state that the Russians 'made' Americans vote fro Trump. That they tried to interfere on behalf of Trump, which is what the intelligence agencies concluded, is what matters.
Add that to the amazingly accommodative stance of Trump toward Russia, and all those interactions with Russians that have occurred with so many Trump associates/appointees, and it is all grounds for investigation.
