I frankly can't say if it will be the DEA, or Congress that reclassifies cannabis. I believe their are a few different bills in Congress, if they could get together, perhaps they'll do the job.

As things stand, Congress has to Session's to keep hands off cannabis in State's where it's legal by not authorizing funds he'd need to take action. Of course we don't know that Trump wouldn't veto legislation, but like so many things he's said, at different times he's been on both sides of this argument, I think he'll go along with Congressional action.

I suspect the drug industry is working against legalizing cannabis, but given the voting in the various, they may realize they're fighting a losing battle. I suspect that we could see drug companies purchasing, or partnering with cannabis based companies.
