Edit 1st response: Yes E-trade lets you buy anything. I'm always able to buy all the tickers I see others post they can;t. E-trade Margin account is the way to go for penny stocks IMHO.
Edit!! Also after 30 trades per QT you get 4.95 trades and the E-Trade pro trading software with Level 2 for free.
