Unless they have a couple big 8k's planned for next week, they had no reason to delay the 10Q.
If they don't, then the 10Q was delayed for other reasons for which we may never know.
How I imagine the conversation at OWCP HQ: "Hey, don't we have a 10Q due soon?... Oh yeah we do.. Well..since we are only obligated to work 60% of the time, let's just use the one week extension. Maybe this time we will only have 1 or 2 punctuation/spelling errors, instead of several.."
All I'm saying is... this report better be SPOTLESS, looked over several times, proof read, error corrected and professional. And no more delays on financial reports.. That doesn't look good AT ALL.
