I'm no expert on this, but I think someone outside the US can invest in any US stock as long as they have a brokerage account with a broker that trades the stock. There are usually additional requirements needed to get an account when coming in from an outside nation... mostly for tax purposes.
I've also wondered what opportunity there may be for people in China to trade RMHB. I don't know what the answer is.
