In reality, it's quite ok. Remember last time Bill tried to do anything with the stock while being fully transparent? He was bombarded by nonsense and bashers with the intent of drowning him. Keeping this info close to the chest prevents assholes from being able to pick apart everything he says.
In retrospect his transparency before this point was one of the biggest problems.
