The A company had a petcoke issue, which PTO managed to solve to a degree. As far as the petcoke for resale goes, although having value, PTO was not able to get a BUD designation from NYSDEC. Which forced them to have dispose of it, which had it's own set of associates costs.
This issue may not pertain in other states.
