Madion County apparently had a lot of plastic as individual farmers are described as taking ":truckloads" of it to landfill:

"Currently, there are no environmentally-responsible options for farms to dispose of plastic waste — things like silage bags, bale wrap, poly twine, drums, greenhouse covers and tanks"

"Zecca pointed out that for farmers who pay tipping fees to bring their plastics to the landfill, the program would allow them to get rid of the plastics for free."
