Please let me know if I'm wrong, but if the cream is sold in medical marijuana Green Cross stores. I believe to purchase there you must have a prescription. Unlike other prescriptions, I believe that each prescription prov ides the right to purchase anything being sold in the store.

I'm uncertain if in State's where recreational marijuana is approved whether any products require a prescription. California has authorized recreational use, but it's not effective until 2018, the legislature is still trying to figure out how it will be implemented, and of course what taxes will be applied.
