The new standards, which went into effect on 1/1/17, set the stage for Zero Net Energy buildings in the state within five years . All new and retrofit construction must become compliant with the Zero Net Energy (ZNE) standards of 0% CO2 emissions into the atmosphere rather than the current 40% of all CO2 emissions buildings now emit.
